My truck runs fine for the most part until i have to step on the throttle, going up hill/ towing. As soon as I hit 2k or so rpm it bogs down and has no power. Normal driving it is fine. When it bogs down it does not smoke or anything, no codes. I changed the fuel filter and seemed to fix the problem for a week or two but is now doing it again. It is a 7.3. Any ideas.

That last statement points to a possible restriction in the tank. A fuel pressure gauge will tell the story. You want to check fuel pressure under load. Spec is 55 psi plus or minus a few lbs. At wide open throttle and heavy load, the pressure should not drop more than 8-10 psi at most.

This is for a pickup truck...if you have a chassis cab then the tank is different and located behind the rear axle. Either way the procedure is about the same once you get the tank down. If you have a chassis cab truck, then you should be aware of another potential issue with some sort of interior tank lining that can flake off and also clog the screens.
If your fuel pressure tests fine, even under load then the next thing to check is the IPR. Sometimes the nut works loose or the harness wires wear through the insulation and causes the symptom you describe. Heck you can even check that first since it doesn't cost you anything to look at those parts....
