The main question I want answered if you can is that 1200 on flat ground or just in hills? Like Glenn said, the fan is a direct bolt in. I don't know if it makes any difference, lots of other changes at the same time for me.

I'd be looking for boost leaks, exhaust manifold leaks, uppipe leaks, etc. You should be able to hold less than that on flat ground.

Then you have leaks somewhere.

When I had stock injectors with out a IC in a hot tune I had a hard time getting past 1100*

For exhaust leaks, look for black soot around the firewall where the uppipes are, and where the exhaust manifold meets the heads
