when i first the truck it sounds fine
then it starts to makes a weird noise and when i remove
my oil cap it stops i was thinking it could it be my
egr or smog pump not workin???
The EGR and smog pump have nothing to do with controlling crankcase ventilation. I would suspect something is wrong with the PCV valve or breather intake.
its a 92 f150 i just did a 5.8 swap form a 97 f250 i dont know how

Get a different cap or some other type of breather. Sounds like it may not be ventilating correctly.

X2....the PCV system is designed to draw filtered in from the airbox into the driver side valve cover. From there air is drawn through the crankcase then up to the passenger side valve cover where the PCV is located. The PCV is then attached to a vacuum port on the intake manifold.
With a sealed cap the crankcase has no way to pull in outside air, you are drawing a vacuum.
