I am working on a 97 explorer xlt with the 4.0 and it has a sputter/poping in the exhaust while driving under a load. I scanned the motor and it showed both oxygen sensors are bad( owner said they have been bad for years) and has ran good before. I also changed the fuel filter with no luck. Any ideas?
Do you have the exact code numbers reported? There's no such thing as a diagnostic code stating the Oxygen sensors are bad. There are codes stating that what they are reporting is not changing the way they should, but that doesn't mean it's the fault of the sensor. It could be a vacuum leak or misfire causing the sensors to report abnormal values. Either a misfire or vacuum leak would also explain your other symptoms.

That sounds like a rich condition - unburned fuel in the hot exhaust igniting. It might be worth trying a bottle of fuel injector cleaner to start with in case you have a fuel injector that is not able to close all the way. You could also monitor the fuel rail pressure to see how it behaves KOEO. If the pressure drops quickly after the fuel pump primes the system you know you have a leak somewhere (either with the rail/seals or an injector that is not closing). A leak of the rail or seal would not explain a rich condition (if that's really what's happening) so it would likely be an injector.
Agreed. You appear to have misfire codes for all 6 cylinders (P0301 through P0306) so you either didn't get the plug wires installed correctly (incorrect cylinders or not fully seated on the plug/coil), the plug wires on not good, or you cracked a bunch of spark plugs installing them. Since the issue started after you installed the wires, that's a logical place to start.
If this issue started right after you replaced the spark plug wires, I would not suspect the coil to be the issue unless you damaged it in some way changing the wires.
