1997 PSD advice.

I am working on a 97 PSD and I have some questions. 1) I removed the exhaust manifold and one of the ports has what I think is oil on it, why? 2) I noticed the turbo impeller is chipped, should I replace it and with what?

supposed ti be some oil in the exhaust manifolds that either lubricates the turbo side as well as burns off, the wheel replace it with another , look on ebay for a/r 1.10 OEM turbo
