i used to install a colored marker lite. (blue in the blue rig and red for the red rig), in those under dash areas… i hooked them up to the headlight switch outlet for the dash lights. so the under dash lights would dim with the gauges...
Couple of things to check. First: LED's only allow current in one direction. is the one that is not lighting wire correctly? Second: What fuse/circuit did you tap into? I were to have done it, I would have done a individual ground for each light, and have them both pull power from the ashtray light. In fact, I plan to install my vacuum gauges light this weekend and instead of running a power wire all the way to the fuse box, I am going to cut out the ashtray light all together since I don't need it and use its circuit to power my gauge.

1. The wiring came with the led strip. It was already hooked up. All I did was strip the ends off
2. I can do individual grounds no problem
3. I ran them to fuse 4 (exterior lamps, instrument illumination)
4. On my fuse box, I don' see an option to take off the ashtray light only. I don't want to lose too many interior lights.....

Try running the LED strip that doesn't turn on strait off the battery. That will tell you if it is bad. I am unsure of how the circuit for fuse 4 is, but it might be that at the fuse box that fuse is always hot. And for running it off the ashtray light, I meant simply tapping into the wiring at the ashtray light. LED's pull such a small amount of current that it really shouldn't harm anything at all.
I got them both to work. I did individual grounds and ran the positive to the fuse box in the fuse for the instrument cluster. They work and dim! I will post pictures and a video to this thread. Thanks for the help!
