Perhaps the EVP sensor is shorted? That would explain why you are getting the VREF value on the output. The sensor is a potentiometer. There is a physical wiper arm that runs across the internal resistor. You could verify the theory by pulling off the EVP connector, then connect your meter to the EVP pins. Set your meter to measure resistance.
