I am having the same code. I have an edge insight cs and with the key on I don't get a ebp reading. It is at zero psi. Could it be bad or is it correct at reading zero sense the engine is not running. It's a 2005 f-250 bone stock.
I could be completely wrong but I still think it should read something with KOEO. From the paper work I have KOEO EBP should read 15 and EPV should read 0.8
Well I'm getting a new one now anyway. It snapped off in the bracket when I tried to take it out and clean it. I'm going to try and get the broke piece out of the bracket tomorrow at work and I will have a new one tomorrow evening. If that doesn't take care of it I guess it will be time to remove the turbo and clean it or replace it.
Well, my P0299 code came back, despite the new EBP sensor. Looks like the turbo is coming off very soon for a cleaning.
Also, I noticed that my EBP readings were significantly higher before the truck has warmed up. Fired it up this morning and checked the EBP at HI cold and it was at 27. Once at operating temps, it tested back down to ~18
My boost seems fine, and I've never sensed any stickage ever. Pretty much grabbing at straws here on the P0299 now and the turbo cleaning seemed next on the list.
VGT SILINOID TROUBLESHOOT
There definitely should be a noticeable difference when the VGT actuator is plugged in or not. If you have access to a wiring pigtail, (exactly identical to that of a 7.3L injector or IPR connector), you can test this out yourself, by holding it up to 1200 RPMs in PARK or NEUTRAL and supplying your own power and ground directly to the actuator via a pigtail connector. When you do this, you should hear the turbo spool up almost immediately, and stop when you remove the power and ground supply. If it does not, the VGT actuator is bad. By doing this, you elimate the need to get your hands on a scan tool to take active command of the actuator.
