I just got back from Michelin headquarters in SC for sales and technical classes. A lot of misconceptions were cleared up by being able to attend. The RMA (Rubber Manufactures Association) works with all of their members to develop load ratings and recommended tire pressures. The vehicle manufactures then tailor those recommendations to suit their specific vehicles or usages.

For the Excursion - using the stock size of 265/75R16 - Load Range E you can get the following. The max air pressure the tire is designed to hold is 80psi and the tire is typically rated at something like 3450lbs at 80psi. That means 3450*2 = 6900lbs of capacity on a given axle. Ford recommends 55psi which according to the RMA tables for a light truck tire would give you 2625lbs per tire or 5250lbs of capacity per axle. Obviously this is only tires and not the capacity of the vehicle, axle or suspension. It also doesn't take into account how the vehicle will feel under certain circumstances like towing, etc.

Here's a link to some good information on tires:

What for? 80 is just the max before they start getting weaker. I run 60 in my E's and they are plenty stiff.
