Pedal drop when engine is started

Pedal drop when engine is started

After installing a tci frame mounted power brake and hyd clutch asy on my 53 f100 project. than bleeding the brake hyd sys and clutch hyd sys I have run into a problem, when the engine is started to supply vacume to the booster. the brake pedal will drop about 3 inchs, with the engine off I have a full pedal of brake press, I have dubble checked the push rod adjustment from the pedal to booster and booster to cyl, and have approx 1/4 inch free play to pedal before hyd press to brakes Has anyone run into this problem, or do i have a bad booster ??
