Gem is behind the fuse box, yes. I would suspect it second. First I would clean the grounds in the engine bay. Some if the aftermarket CPSs would cause trucks to die when the wipers were turned on. The initial fix was to use a ford CPS. What it was found out to be was bad grounds from the wiper motor, which means we know the wiper motor ground can go bad/weak.
The grounds are pretty easy to find and reach and worth a try before removing the fuse panel and GEM. Also, a test light to determine power at the motor would be a good step as well.
What about wiper arms. My left arm won't keep tension on the wiper all the way threw the wipe. It lifts slightly at the top and leaves water. Is there a way to make more tension? New blades but it did it before, thanks

You need to buy new arms and not just the blades. I learned this after a couple blade replacements. The spring has lost it's tension and you can get them at most part stores and the cost isn't bad from what I remember. There is a lock on the side of the arm you pull up and then the whole thing comes off of the gear. Just make sure you put them back on in the same location.

What makes me mad about that is my neighbor just had his truck totaled and it was the same year truck and all. I didn't even think about it till they took it away.
I guess I'll check the motor, but I'm told that the fluid activation is different then the wiper motor, there is nothing working in either aspect, you'd think you'd here some type of noise. So I doubt I need... blades...

You are right. They are different... but what else is left other than replacing the GEM.

Great. Just great. There are maybe two things on Stinky I haven't had to deal with yet and you gotta bring it up to put a hex on me. Thanks heaps.
Before we go replacing wiper arms and motors, we need to do a couple of tests with a meter. If that print in Deluxe06's post is accurate for the '99, there is a yellow wire with a white trace, going between the GEM #3 pin and the Power Distribution Box #2 pin. If this has 12 volts on it when the wipers are supposed to be on, the GEM is not telling the wipers to start. That's not saying bad GEM... yet. We still need to look at the continuity of the switches to tell the GEM to start the wipers. If you had AE, you could electronically send the command to run the wipers, bypassing the switch.
Ok Guys, I GOT IT!!!, turns out even though fuse 11 was ok, they slot is not, the fuses were just in there loosely, as soon as I put pressure on the fuse my wipers and fluid worked, so my solution was to slightly bend the prongs of fuse opposite directions so that went into slot snug. Now it's in there nice in tight and all works.
