Assuming your truck is a 1990 or newer then yes, the issue is with the front fuel tank FDM. It's a very common problem on this vintage truck with a high pressure pump in each tank. If you have a 1984-89 truck then the issue lies with the Dual Function Reservoir. Same issue, different root cause. Two very poor designs IMHO.
