I'd bet in this order...Glow Plug Relay (GPR) or Glow Plugs (GP's). How long do you wait to start the truck when it is cold? If you are in Massachusetts, particularly inland, any oil temperature below about 50 degrees will turn the GPR on for two minutes. If you are waiting long enough or you try this and it still smokes white, then you will need to try jumping the two LARGE posts on the GPR with a screwdriver. Turn the key to the KOEO position, get out and jump the two posts for about two minutes. Then jump in and try to start the truck. See how that goes and get back to us...after this you have to ohm out the GP's to find out if you have some bad ones.
Buzz testing the injectors will only check to see if the solenoids are working properly...this might come into play much later, but unlikely. How does it run once it is warmed up and how does it start once warmed up?
Could be either, I would check by verifying voltage on the posts of the GPR(Glow Plug Relay) you could also try jumping the posts, either with a screwdriver or cables and forcing them on for 30 seconds to a couple minutes or so, to see if it gets better.
Are you wanting to know how to perform a BUZZ test? What scan tool are you using to try to perform the test? This is to check the electrical side of the injectors, but can also point towards worn injectors as well.

If the OP has a meter why not just put it on VDC and test the big post on the drivers side of the relay for voltage when the key is turned on from a cold start? Personally, I would only recommend jumping it in an emergency situation. If the hot wire get's shorted to the pcm enable (ground from it) they could mess up the pcm. You should also disconnect your batteries if you replace the GPR. Just my .02 cents
I just installed new stancor gpr last summer . I plug truck in every night n start it up when light goes off inside truck maybe i shud just wait little longer for plugs to heat up ?

It is not likely the Stancor has gone belly-up yet...so, yes, let the truck sit for two minutes tomorrow morning before trying to start with KOEO. You plug the truck in every night? For how long? The WTS light is an idiot light and does not let you know when the GP's are hot.

I leave plugged in all night at start up it idels rough but when warmed up smokes stops and run good

Not usually...How does it START after it is warmed up? It isn't nearly cold enough to need to run the block heater IF the GPR and GP's are working correctly.

It start fine when warmed up . I should check GPR just to rule out but think it might b GP'S . I should invest in AE or try in track one down locally. THANKS
