Light rust above headliner?

Light rust above headliner?
So i took my headliner down and im going to put insulating up there like dynamat to make it quieter in the cab. Now there is very light rust it looks like mist from a spray paint can its so light, its not flakey at all but if i run my finger the tip of my finger is brown. So whats my best bet of fixing this? It covers the corners of the roof and its possible it goes down the A pillars. So whats my best option here to get the rust to stop?
Is a spray paint rust converter a good option? Do they actualy work?
