Just the Dash Bezel ...there are nuts ( 1/4" ) along the bottom and 2 or three screws on top by the odometer then you should release the light switch button but you don't have to if you have small hands ....then there are clips on the sides that you just gently pull on....First step is to remove the bottom covers which are combination pull tabs and above 1/4" head screws ....It takes a lot of patience and care since it is plastic and breaks easily...I use a 1/4" drive ratchet and Torx bits

Your '97 should have a two piece dash panel, the '00's and up had just a single piece stretching from the far left vent to just beyond the radio opening. For me once the lower trim panels and their mounting structures were removed they were never re-installed---get in my way too often and this way I have more room for floor stored junk!
Like most things the process of tightening your 12 volt power ports is dirt simple---getting to them is quite another story!
