I've had a howling issue for over a year now. I have pulled the turbo 3 times,installed alum intakes,RRD boots,swapped out innercooler,unhooked wastegate and screwed it tight,changed air intakes,and changed out the turbo wheel. I can't find it. Good luck
Can you at least build more then 5 pounds of boost?
Yeah,low end boost takes forever,but I can max out my 35 psi gauge. Try taking your cac pipe off on the passenger side n brake boost it. See if it still howls. If it does that cancels everything after that. I think I need a new turbo. Currently throwing together a T4 setup. Hoping that fixes it. It's annoying.

I could try but I don't know if you'll be able to hear it. I gotta turn anything that makes noise in the truck down and listen. I'll see what I can do tomorrow. It's typically over 30 mph and higher rpms which is hard to accomplish with no boost.
I can barely hear the turbo whistle over the howl sometimes. Yeah, it varies. One of these days I will try to get a vid,then figure out how to get it on here.
Not that I think it's your problem only being able to build 5psi of boost but it might help one of you guys... Check the driver side intercooler pipe by the power steering pump there's a square nut that's has a tendency to rub a hole in the pipe over time if its touching it
Go to youtube and search 7.3l 38r turbo howl. that's what mine sounds like.
There's another video that says it's the thrust washer rubbing on the compressor housing. Makes me want to take my turbo apart,but not really.
