Yes you can do all this it takes a bit of fabrication skill. The 79 Tilt will need to be modified to make the attachment.
The box can be modified to accept a rag joint however it will need to be machined with the correct spline count. Way to much money to have done as the shaft has to come out to have it done.
If you are going to use the column when you eventually add IFS i would use a round to round Borgeson joint and pin it to the original box and the lower shaft of the tilt.
You also will need to restrain the column at the floor board with a mount.
