I wasn't aware that new cars did this: "The EPA ruled that Onboard Refueling Vapor Recovery (ORVR), technology in all new vehicles sold since 2006 that captures gas vapors during refueling, will soon surpass emission reductions delivered by Stage II systems alone." Is there some kind of vacuum flow while sitting stationary with the fuel cap open? I've never heard of that.

It is an entirely passive system of hoses and check valves, to the charcoal canister that has been around for decades. I don't understand how the vapors don't still escape around the filler nozzle. But apparently it is efficient enough at limiting vapor emission.
After decades of use, and literally billions of dollars invested by the petroleum industry, they have the gall to now tell us, "Awww, it wasn't doing that good of a job, anyway."
Just another reason we need a spotless blackboard, and begin anew.......
