I imagine they'd need the heads on, because they use the injector hold down bolt locations to secure to. With that said, I'm sure they would be easy enough to modify as needed in order to work. However, the ford tools (slide hammer removal and hammer in insertion tool) would probably be better for the heads out. Don't know the cost of the ford parts.

The heads are cast iron, meaning heavy. It will work just fine with them off. Much easier. Then the cups can set up while installing etc..
