Need Help

Been having a problem with hard starting on my daughters 1999 Expedition with 5.4.

Sometimes it starts right away and other times you have to try to start it 4 or 5 times. When its running, there are no other indicators and it runs fine.

I changed the fuel pump relay and the fuse is ok.

I can hear the fuel pump working when I turn on the key.

Have not checked the pressure yet.

I am thinking that the pressure regulator is bad but have a few questions regarding this thought.

1. Will a bad regulator throw the CEL?

2. Will it cause the situation I described?

I know I need to check the fuel pressure however, I would rather change the regulator before I go out and buy a fuel pressure tester.

Is there a trouble pattern to whether or not it's hot or cold outside, or if the truck has sat overnight?

It started about 3 weeks ago and the temperature has been in the mid 30's to low 50's. Normally the car is outside but I have had it in my garage for a couple of weeks. The temp in the garage is presently 54. Has not been hot so a pattern as suggested won't be available for quite a while. Overnight does not change the result.

OK Guys, I need help.

I am overcome with my son which has been talked about on other posts.
I am tied up with fighting a battle with VA on my son.
I can't seem to focus on this car problem although I am willing to do what is needed.

If someone can help me with the original problem and give me some direct guidance, Step by Step, it would be greatly appreciated.

I could take to the shop but the condition of my son mandates that I conserve my funds.

I did go out and get a fuel pressure tester and am standing by to do what is necessary.

If you have the time and would like to help on the forum great. If you prefer to contact me directly that is great also. Send me a private message. As I said, I can't seem to focus right now and reading, researching, and guessing is not going to get the problem solved.
