The non-A/C controls don't use vacuum at all, unless they are certain HI Output systems.

One Cable for temperature goes from the control, through the firewall to the blend door.

The Other Cable for heater function. Heat/Defrost/Off etc... No Vacuum connected.

'87 non A/C does have the vacuum operated Blend Door.

Jim, that actuator is the fresh/recirc door, blend is cable operated until the 97/8 new body, then it is electric. Your blend door is inside like an AC equipt truck.

Oh, Okay.
That must be the cable clipped to the front of the heater box.

You are absolutely correct sir. Be glad Ford started that in 1987, that style heater core is a breeze to change. For a beer drinker it's not even a six pack job.

When I had a cracked head that would only open up after really beating on it, I must have changed that core 12+ times.
With my tools out I can have it R&R'd and purging in under 20 minutes.
