Just got done changing the glow plugs on a friends 2000 F250 7.3 Saturday and it still doesn't want to start when cold. I first tested the GPR and it clicks and puts out 12v when the key is turned on. While under the valve covers I checked the torque on the rocker bolts, injector bolts and did the 50c mod. So what would be the next option? Just in case my tester is not accurate I told him to short the GPR across with a screwdriver and see if if starts just to be dead sure that is not the issue. Once its warmed up it has no issues starting so it seems it has to have something to do with the GP system.
When it does start cold, is it spitting out a bunch of white smoke? Does it run rough? Feel like it's not hitting on all cylinders? Does it start better if it's been plugged in for a couple of hours?
What are the outside temps when it's "cold"? How many miles on the truck? How many miles since the last oil change?

Yes it spits out a bunch of white smoke. It runs good once started cold. I am under the impression that if plugged in it starts better but not 100% on that beings his plug was torn off sometime after this all started. Outside temps around 15 to 30 F. 5000 miles since the last oil change. It has 230,000 miles. Thanks!
Lots of white smoke usually points to a glow plug related issue. Did shorting the glow plug relay with a screwdriver for 20 or 30 seconds make any difference when he tried it? Might be a good idea to ohm the new glow plugs from the UVCH connector to make sure you're getting good readings from them.
