I'm a 3rd owner to a 1999 Ford F250 XLT SD and i've posted on here a few times now with no response.
The 2nd owner i bought this from removed the auto locking hubs "Because they were junk" so he says, i never thought to check how this was done or if it was done correctly.
The truck right now, will surge from 600-100 rpms while idling UNTIL warm, and then calm down to 600-800 but still surging, and it will also do this when driving in 2nd gear, but higher gears are alright.
I was wondering if not properly removing auto locking hubs could cause this kind of issue? and if so, how do i do this correctly? Much help appreciated!

Hubs will have no affect on how the engine idles. What did he put in for hubs, when you say he removed the auto locking hubs, he did what? Did he just disable the ESOF? Do you have any ABS lights on your dash or is the OD light flashing?
I would clean your MAF and IAC and see if that helps the idle.
He put in regular warn locking hubs, and unplugged the auto locking hubs from what i see, and that's all ive noticed. I have before this, cleaned the MAF, throttle body, new throttle body gasket, and IAC and nothing has seemed to make it even a bit better
Should i say that, are you sure the auto hubs vacuum doesnt have to be sealed correctly or anything? i've never heard this problem before, and i could take a video to show anyone who has an interest in helping

I cant play the video, but what youre describing sounds like IAC, mine was doing same thing even after a couple attempts at cleaning it, finaly I just replaced it and problem solved
I have a V10 in a Motorhome that had the same symptoms.I tried the IAC and MAF sensor.Turned out to be the egr valve. I hooked a vacumn pump to the vacumn hose on the egr valve and it wouldn.t hold vacumn. The diafram was ruptured.
