You need to open the 7-way connector and check the voltages at all pins on the truck...been know to collect water in there and corrode. Once repaired coat with a good dielectric grease.
Your brake lights work because they are a different circuit, What I found both on my RV trailer and enclosed trailer was a bad plug. I replaced it with one from NAPA that has a better contact setup. The original just didn't have enough spring tension to keep a good connection.
I didn't like the way the plug from the trl looked so I replaced that and cleaned the contacts on the plug from the truck.
I also checked all fuses and circuit breakers and all well.

Did everything work before you made the repair? Anytime I fix something that was working and then doesn't, I go back to what I fixed. Happens to all of us sometimes.
I agree with all preceding comments.
You really are only checking one thing. Do you have power on the blue lead at the trailer (do this at the "J" box). If you do and the brakes don't work, troubleshoot the trailer. If you don't, check your seven pin cord and the connection on your truck.
Found the problem, corrision behind the plug. Cleaned everything up put in some die electric grease and all is well.

When I was working and still had my business it was always a battle keeping the plugs on the trailer and truck clean and in working order, I was **** about keeping the lights and brakes working on all of them.
