The OBDII port is on the same fuse as the Cig lighter. Check it.

Will it run without the icp plugged in?

Do you have any oil on the wiring? If yes your going to
need to get a pigtail repair kit for it. Also trace the wire back
and look to see if it is chaffing anywhere. A short will cause
you a lot of problems.

What were your problems before all this?
Why did you have to replace all these gaskets???
Do you have a SGII?? What scanner did u try in your OBD port?
I dont thnk faulty turbo solenoid will cause the truck to not run.
Do you do your own work? retrace your steps

How did you pull a DTC for turbo if the OBDII is NOT Reading????

What Exact DTC did you pull

Not holding a Charge sounds like Parasitic Battery Drain

I would say if it is running fine just drive it and try clearing the codes in a few days. you will get the p1000 anytime you have had the batteries disconnected for a given amount of time.
