I finally got the paper work ect that I needed to get the Ex state inspected. But it failed the emissions part. According to the tech, it wasn't "ready" to be read by the scanner for it to check out how the computer thinks it was working. He asked if I tried to clear any codes myself or do anything, which I haven't. Driving it over the past two weeks it hasn't had any CEL or anything that would lead me to think something was wrong. Anyone on here know anything about PA state emissions and what would cause it to think that the Ex's system isn't ready?
There are " readiness" monitors that haven't gone through their total test phase .
You need to scan it with a obd11 test unit and see which monitors are incomplete , that will give you an idea where your issues lie ...

Yeah 01 V10. They said they couldn't scan it to see what the problem may be. They said just to drive it and come back in a few days. I guess the days of only sticking a probe up the tail pipe are gone.
I would ask how many times the tech has checked a truck over 8500 pound GVW. From what I have read your obd 1 system will always say not ready and he needs to know it will always say not ready because of the GVW.
There was someone else on here that fought with PA over this issue. They won and the inspection station was wrong.
I was worried about this the first time I took mine for emissions. Thank goodness Maryland seems to have there act together. They just give it the tailpipe test.

yep, This is indeed the case. Here in Arizona I have an obd2 compliant 2000 ex, but they still do a sniffer test. Most of the early ex's are not obd2 compliant.
If you have driven it for 2 weeks and the battery wasn't disconnected it should have been in ready-status.
Have it checked at a carparts store. they check it for free.
Does the sticker under the hood say it is obd2 compliant ?
Could be a cali model.
went back this morning and told them about the GVW and he thought i was crazy that it weighed that much. and then he said, we dont have the machine to do the tail pipe test, so they refunded me the money. went to pepboys and was able to get it done with no issue. so now i'm all legal thanks to you guys here
In PA trucks over 9000lbs GVW are exempt from emissions testing. So if I remember all gasoline Excursions have a GVW of 8900lbs. thus would require a emissions test. It boggles my mind that some mechanics don't check the door jamb, or maybe they do and try to charge you for a test that you aren't required to get. Glad you got it squared away. Oh and in PA Diesels are exempt regardless of GVW.

Thinking back on it now, I remember how he commented on it when he went to get the mileage the first time i dropped it off. He commented on how big it was. And then when I went back he couldn't believe me about the weight of the truck. I really think this is the first Ex this NTB has seen. I was kinda stuck between a rock and a hard place to get it inspected within the 10 days. I got my old PA plate transferred but didn't put it on since I had not inspection stickers. And AAA kept the paper work that went with the Temp OH plate that was on it, so I was kinda sweating it. One of the local Police pulled me over for not having Inspection stickers but then let me go since it had OH Temp plates on it.
I guess since only cars/trucks over 8500 GVW get the tail pipe test most of the small shops dont keep around the equipment to do them.
