If you're referring to this Ford F-250 Superduty, no I haven't heard of it, but it sounds like smoke and mirrors.
You're not going to see an increase of 8 mpg's. Not anywhere close to that. Anyone who says you will should not be trusted, period. If you put the truck on a dyno, you won't see the claimed 75 hp either.
Look down in the 7.3 section and you'll see some of the preferred tuners. None of them will be that cheap, but if you're looking for cheap power, likely similar to the chip you're asking about, look into the 10k mod that you can do for just a couple of dollars.
