The only way I know of is to check the fuel pressure. Problem is, that may be more involved than just changing the spring.
You could borrow a fuel filter cap with a gauge installed, if you knew someone willing to work with you. Other than that, it is the test port in the fuel filter bowl, which is not easy to use without removing the regulator cover. At that point you might as well have a spring kit on hand.
The blue wears off the spring so you can't tell by looking at it, you have to compare the spring to a known blue spring. A cheap way to mod it is to put a BB behind the spring. I painted my cap blue so there would be no question. That it had been done and you could tell just by looking. Maybe. Someone who has one on their work bench could measure it and post it up
I just installed the blue spring on mine today and still have the old one. I just measured it and the old one is exactly 1 and 3/16" long. I'm not sure how long the blue one is but I know it's prob 1/8" longer than the original.

If you take it apart to check you will need a new set of seals. The cheep way to
get the kit is from an International Dealer. The part number should also be in
the post by Rusty and it is less from the International Dealer.
You should only need the spring and seals not the new cover.
I can tell I've been away for too long when I find cool threads like Rusty's. And here I'm just starting to list out the "hardening" items I want to do to my truck -- no performance, just reliability stuff...
Anyway, back to topic: was this always an update or did any of our trucks come with the blue spring from the factory? I'll be out looking at my cover for a blue mark as soon as I get home...
Im not sure about that one, The previous owner of this truck had a good bit done to it, so i was hoping maybe he did the upgrade and put the blue paint on it.
The BEST way would be to buy a fuel pressure gauge so you actually know what the pressure is and install it FIRST, then decide if you need to upgrade your spring.
You actually come out money ahead and taking the 50/50 chance of buying the Navistar spring kit than buying a gauge, adapter and anything else needed to see what the pressure is.

My cover had a blue dot from the factory. I don't knom if that meant it had the blue spring or not? The cover had a small fuel leak. At least now I know it has the blue spring and no leak !!
