i have done all of this and what happens on the last part is when itis suppose to turn off the theft light, it just lights up... no blinking just solid light.

This is caused by a loss of communication between the PCM and the PATS module which triggers the PATS module to go into "THEFT" mode and disable the PCM for a period of time. Turn the key to the "OFF" position and completely remove the key from the ignition and hold at least two feet away from the steering column for 30 seconds.
Insert the key and turn to the "ON" position. Wait for the normal engine checking procedure to take place. The "THEFT" light should no longer be flashing. At this point you should be able to start the vehicle.

Yep. This is a problem that reared it's ugly head after Bill recently went through the tuning and applied a few changes across the board for the "standard" calibrations. Since all of the calibrations were rebuilt from stock again, the PATS "switch" was inadvertently left in the enabled state. I'm expecting a return of one more Excursion chip within the next couple of days to fix the exact same thing. It's been taken care of since the two chips shipped, but unfortunately yours was one of the two that flew out under the radar.

I recently purchased a PHP chip for my 7.3L Ex, and my Theft light flashes too. However, my truck runs and the light eventually quits blinking. Maybe I'm not theft protected? One things for sure, chip works great and I love the programs
