Parked under a walnut tree

The previous owner of my '69 said when he bought it, it had been parked under a walnut tree for a long time. The top half is white but it seems like a black film comes out of the paint. It washes off pretty easily but comes right back.

Can this be gotten rid of, or am I looking at a new paint job?

Thanks for any ideas on this,

You might get away with buffing it out. If nothing else, it's worth a shot before having to commit to paint.
