I got a hood from the junkyard. It's red, the paint is still in good shape but my truck is white. When I prep do I have to remove the old paint? If I don't do I have to primer over the old paint before I add color? Thanks!

If the red paint is secure (no lifting, peeling, and etc.) and there are not multiple layers of paint, you do not need to go to bare metal. If that is the case, clean, degrease, and scratch with some 400 grit and paint with epoxy primer. The epoxy will protect the old paint from the new paint.
Don't skip the primer step. Red pigments are very bad to "bleed" through new topcoats, especially white. You definitely need to separate red and white.
