OK, I hate to keep beating a dead horse but I found this on pushrod install. I'm sure TDC would be fine like Darin said but these guru's have me wondering. Mostly starts with post #6.

I would install them and tighten the rocker arms down like the instructions in the thread say, if you are doing them all at once. If installed when doing each cylinder as you replace the springs, you should be alright tightening them down at TDC. If you are concerned about interference, back the piston down about a 1/4" before tightening. I had no problems with tightening mine as I went along.
Just thought of something else, probably doesn't make a bit of difference. Any thoughts on putting injectors in before the pushrods and rockers? More room for getting the spouts on? Like I said, I'm sure its six of one and a half dozen of the other.

If you have all the cylinders cleared of fuel/oil, it might make it easier to hook up the UVCH wiring if the injectors and glow plugs were in w/o them.. Then, install the pushrods and rocker arms, all at once, following the instructions in the thread.

If I had time, I'd do it for sure! I know you are kidding, but I would if I wasn't so strapped with other things to do. The new wiring may be easier to put on if you don't have the rockers on. Probably not a lot, so if you want to get the pushrods done, I wouldn't sweat it, just do them.

Finished the springs, studs and pushrods today, yeah!!! I would have posted earlier but I've been dancing in the streets, LOL No, really, went out early this morning and been at a family get together all afternoon. This picture shows that there was plenty of room on the passerger side without raising the motor. In summary, pull the ac cover on the passerger side and all three, studs-pushrods-springs, can be done without jaking up the motor. The drivers side has to be jaked up for the farthest stud and spring farthest back to be gotten. I believe without the 'McTool' that I borrowed from Roland that farthest spring back on the drivers side, even jaked up, would have almost been impossible without this amazing spring compressor.
I don't know why the picture is sideways but the pushrods are in!!

Yeah Mike, its very compact and a $400 tool from Ford. Roland made it, if I had to Bitc! about anything its those damn keepers. Even though I got half way good at it, it was still a pain in the as! to get them in there. LOL
