ABS and Brake light

ABS and Brake light
ABS light came on. I read the Haynes manual it said to make sure the brake light comes on for a second upon ignition before doing the ABS test. The brake light does not come on, I did clean the emergency brake switch and got it working so the brake light does work and comes on when using the EB it just does not come on for the few seconds upon stating the engine. Could this be the brake fluid sensor under the brake fluid reservoir. Maybe it is normal the light does not come on.
any thoughts??
