un bypassing starter switch

un bypassing starter switch
Well I am finally tackling the bypass switch to the starter that the PO installed
But I am stumped, I found the ignition switch (connector) and its just dangling, not bolted or screwed down or anything.
I am looking at the EVTM and it says I am supposed to have a Red / light blue wire feeding the starter relay, which I didn't have but picked up at the JY.
I can't find the R/LB wire in the wiring harness though, I did find it under the hood though, I believe, and when I throw the ignition to the start position I get no voltage in the R/LB wire under the hood, which makes sense cause I cant find it under the dash.
So does anyone know does the R/LB wire start a different color at the ignition switch, it doesn't seem to say so in the EVTM, if not why cant I find it.
