Yes, because even 10psi or so heats the air much above ambient, and the closer you get the air charge to ambient, the denser the charge, and the better the burn (More air molecules for every fuel molecule)... An IC always is a good thing, even at low boost, its just a matter of whether or not you feel its worth it to put one on your truck...
