c6 doesn't downshift under throttle

c6 doesn't downshift under throttle
so if i am in third and get on it i get really slow acceleration with no downshift.
1st through third seems smooth and easy going up, and downshifting to a stop is no prob.
where do i start troubleshooting?

If it's disconected you won't get the kickdown to second gear.
In the picture, the rod is the "black thing" that goes from under the air cleaner down to the tranny kickdown arm.
