I jut don't see it possible for thoughs numbers to be correct, the IPR would have to be 100% closed to get that much pressure. At 14% it's only closing that much which I believe is around cranking percentage.
I don't recall you telling me that you left the black trucks IDM in the truck and drove it. Blue smoke and blowing/eating oil/ studdering is a oil pressure issue. I'm still thinking injector orings. Any thing is possible
i took the IDM out of the black truck and tried it in the white one and had the same issues. so revving the engine and getting no black smoke out the tail is a bad oring?
To me,for icp to be that high either the icp is giving a bad signal of high pressure and thus driving ipr % down or ipr is stuck or restricted causing high icp.
At least that is my view.a mech icp gauge or icp swap will confirm or deny either situation.

Black smoke is irrelevant to your issue, blue
Smoke is saying oil burning or low injection pressure. A mechanical gauge would certainly help rule out an oil issue.
If u look in the tech stickys at the top there should be a parts list.then it gets screwd into the oil gallery in a head.or swap icp to the running truck and monitor icp to see if it pegs high as well...
