flooding

My 83 wants to flood almost every time I start it with the engine hot. I always try to start it without giving it gas but i usually have to for it to start. Is something wrong with my carb or operator error?

What carb are you running? Do you know for sure that your choke is coming off fully?

And, how do you know it is flooded? It might be lean and opening the throttle squirts gas in from the accelerator pump, fixing the lean condition.
