Surging, ICP ?

Surging, ICP ?
Working on a 2006 6.0L has 120k on it having some trouble on surging, not getting any codes. When driving just feel lack of power and sputtering/ surging. From what i've read i'm looking towards the icp? what is the ICP? and what do you guys think? The problem occurs the worst in the morning and seems to do it less frequntly throughout the work day, but I can notice it at idle as well.

Could be FICM
But more commonly an ICP or EBPIssue per your Year
So unplug ICP sensor and drive it see if surge goes away
if not unplug EBP sensor and try that
You need some gauges a ScanGaugeII or the like to read live data
