Removed 351w from my 96 bronco to replace front/rear seals, freeze plugs, etc. Motor is on engine stand and cannot break the balance bolts free due obviously to engine turning. What can I do to prevent rotation and break bolt loose.

You mention "balance bolts", plural, in which case do you mean the four that hold the pulley to the balancer? They are only 3/8" thread so should come out pretty easily.
The center balancer bolt is difficult. You could try a 1/2" breaker bar with short extension and socket. Preferably have a helper hold this on, while you whack the end of the bar with a length of 2x4 or similar. Wood is good as it won't damage the tools.
Of course an impact wrench works best for this. You will also need to pull off the balancer with some type of puller.

My correction, the single bolt on the balancer. Engine is out of bronco and on stand now. What can I do to prevent engine from rotating while prying in bolt?
Well the inertia of the rotating assembly might allow the bolt to be undone by the whacking on the breaker bar technique.
If the flywheel or flexplate is still on the crankshaft, a prybar can be inserted between it and one of the bellhousing dowels to keep the crankshaft from turning.
Light rope can be stuffed into a spark plug hole to stop the piston.
Screw two flywheel bolts in the back of the crank, insert a crowbar between the bolts and then break the balancer bolt loose with a breaker bar and 15/16 socket.
