Installed new solenoid pack harness. This did not help. And yes. I am getting 12volts to the red wire with key on engine off. And with key on engine on. If I check voltage between pin 11 and 12 the voltage jumps all over from 4 to 10 volts. But if I check from pin 12 to a good ground, I get 12 volts.

when they are off due to no power the trans will always start off in 4th gear in drive and when manually shifting either to manual 2 or low it will always be in 2nd gear
If I'm getting 12 volts to the red wire, what else can I check? And if I'm getting 12volts from epc? What other diagnostics can i do?
