engine isnt heating

just got 99 7.3L f250 back from having a few things replaced. tech said that he replaced the temperature sensors that we thought we causing the guage not to work..they tested with heat gun to warm up the engine and it didnt heat past like 180 degrees( i think)

What would cause my engine to NOT heat up??..the problem in most vehicles seems to be the engines over heating...

I know I'm not being super specific. I'll try and get more details today.

The thermostat that controlls the water temp is on top of the waterpump.

Its not going to get any warmer then that unless your driving it... Would take hours to get it up to 190*...
