I feal like I should have explained myself bwtter here. On your auto hubs, you should have a manual selection. Try to manually lock them. Your front drive shaft should turn. If 4x4 works, then you are not getting any vacume and your hubs are good. If 4x4 is still not working, your hubs are shot.
With the wheels off the ground, the t-case in 4WD and the trans in park, the front drive shaft is locked. If I place the t-case in 2WD with the wheels off the ground, the front drive shaft will rotate by hand.

Sounds to me like your hubs are good. The proper way is to get all 4 wheels off the ground, put the t case in 4x4 and see if they move if front drive shaft is spinning then t case is good. If the hubs are manually locked and not connected to the drive shaft then the hubs are bad. Keep in mind you probably have limited slip or a open diff.

Checked this today too, AC blew out the correct vents.
