2004 LOW POWER PLEASE HELP

OK, so i have a 2004 crew cab 6.0L PSD It has 145k miles. I recently had the "total solution" done with parts from "The Little Power Shop". ALL work was done by A Local professional in Scottsboro Alabama. New head gasket, studs, EGR Delete, Oil cooler, FPR "blue spring" kit, 8 new injectors.... hole nine yards. Got the truck back and it did TERRIFIC!! However, I drove it about 4 days and power went to the crapper. I also experienced a low boost pressure. It made almost exactly HALF of what the ABP(Anticipated Boost Pressure) was at all RPMs and with different loads on engine. It acts like i'm pulling a semi truck. Took it back to the Mechanic (figuring they'd know right off) and they had it a month and claim nothing is wrong with it. Throwing no codes, all Fuel pressure is fine. Replaced MAP sensor and no change. Same story with ICP Sensor. It made no funny noises and idles like a champ. When you shut the engine down the turbo seems to be spooling down like normal, and from a dead stop to "pedal to the metal" turbo seems to spool up just fine. I have been out of work for a month and a half now because of this PLEEEZZZZ help if you can! Thanks so much for reading!

-NOTE: I have recent posts that may (or may not) have information on what's wrong. I was going to post the link here but I can not find them.

No, It has been off since about 64k miles to lower my EGT to help prevent failure of EGR system.

Do you have a way to monitor ICP and IPR duty cycle? Sometimes after oil cooler deletes the IPR gets plugged up and/or damaged

No, I only have a hand held that can monitor a few things. Oil cooler wasn't deleted. Just replaced it with a heavy duty one.

Sorry - didn't mean to say delete, meant to say replacement (just got back from a long few days of business travel).

Anytime you get into the HPO system, the slightest amount of crud (even lint) can clog up the IPR and cause problems.

It would be helpful to get a tool like a ScanGauge to monitor the HPO parameters.

Stock truck:

IPR:
IPR should be around 10% - 15% Duty Cycle @KOEO
IPR should be around 84% DC when cranking. I believe as high as 1900 psig
IPR should be 22-24% at hot idle (MAYBE as high as 30%)
IPR should be 40% at high idle

ICPv:
0.15 - 0.35v (typical is 0.19-.24v) KOEO,
0.82 to 0.9v cranking - can be as high as 1900 psig though
0.82-0.85v at hot idle (maybe as high as 1) - around 500 - 580 psig is normal

Somewhere I had some WOT values ....................

Took her for a ride last night with a fresh mind set after having checked a few things and noticed that when I climbed the mountain she wouldn't make over about 20-23 lbs of boost and even though there was no visual smoke or fumes coming out of the exhaust it smelled very fuel rich. Still haven't been able to check for IPR numbers. . .

Checked for exhaust leaks or "charge air" leaks?

Found no leak. What should my turbo boost be at cold and hot idle? mine Is giving me from -1.96 all the way to 1.34 lbs at cold and stays around .67 at hot (NRT)

0.25 at low idle and 0.8 at high idle. Not sure you can tell anything from that though.

I assume you don't have any codes?
