As Eric stated...most auto parts stores carry the tools to release the filter.
They are basically held from "within" the filter and the tool slips over the fuel line and slides up inside the filter neck and releases the internal circular spring that holds the filter on...
Some folks pull the fuel pump fuse after the truck is running to help "empty" the lines before removing the filter to minimize the amount of fuel that runs out of the filter/lines.
It is a little bit of a trick to get the spring to release...but it does work.
I bought a "universal" set for like $7 from Auto Zone I think...it comes with multiple size hard rubber/plastic tools to fit over multiple sized tubes...it woked fine.
They have more expensive metal sets...but I found the plastic ones to work just fine.
