You weren't here even 20 years ago. The air is much cleaner in the worst areas, but a lot of the state never had a serious problem in the first place.

Anyway, they cut off used and aftermarket due to theft and fraud issues. Imagine your joy at buying a "new" aftermarket cat and testing worse than your worn or plugged stocker.

Beechkid has it right--the test is obd II, evap, visual and tailpipe. No fooling the system here unless you pay someone off. It will never pass with rodded out cats.

The used cat is the best plan here, even if it takes an out of state purchase or some under the table action.

I do believe all the regulations are actually doing something in the hot spots as 85e150six4mtod said. The LA smog and cities to the east of it, San Bernardino have seen a reduction in smog. There were days kids stayed home from school and were told to stay indoors it was so bad, those are a thing of the past.

Again, I am all for punishing the gross polluters, but don't burn the rest of us for it.

Had a universal CAT installed for $150 complete, by a shop that my dealer uses for such. Mine is non-CA, but my point is the excessive labor charge for welding. That said, I would never use these guys again as they torch cut out a significant section of my heat shield to clear the different O2 position (without informing me before or after); now I have a "sheet metal" noise at about 22RPM. Grrrr!

Aftermarket direct fits were in the $400-450 range verses the dealer pricing of $1100-1400 each as I recall.

Only in certain counties. Dyno tests as part of a smog check isn't state wide.

I'm sorry for you guys. I've already turned down orders to CA twice in my career. My hobbies don't lend themselves to the stringent idiocy of some of those laws.

best of luck Berry. hope that complete setup does the trick. seems like you might be able to fix the issue for about $700 out the door.

make sure to recycle the old cats. they are worth a few pennies
