Although it isn't advertised to do such, in the not recent past I've had moderate success in "cleaning" cats in older vehicles with this WYNNS product. With several bottles added to the fuel system it will also let borderline vehicles "sneak" past the old sniffer tests. Keep in mind this was pre-OBD. You'll have to locate a dealer or professional garage to get it since it isn't available retail.

Was your check engine light on or did you get the codes read for some other reason? What were the codes?

check engine light was on and said one o2 sensor was out. When i replaced the one it said the other three were out and that my cats were needing replaced. Cant remember what the codes were, it was about 5 months ago. I replaced all o2 sensors but light is still on. Also in my county we don't have emissions testing so, any solution would help as long as it is cheap. I'm a waiter so strapped for cash.

First off, the are are NO codes that say cats are stopped up. If your engine still runs with normal power, they likely are not.
I'd guess you just have ecciciency codes which do NOT meant they cats are plugged, it just means that they are not working to clean the exhaust.
Start over.
If the CEL is on, get the codes read. Most of them have previously been discussed, so use the SEARCH tool to look for those previous discussions.
