351 idles too fast???????

351 idles too fast???????
Well I got my 86 F-250 on the raod today and it runs great except it idles at around 11-1200 rpms. It is a stick and the sticker says it should be at 800. I have adjusted the timing, dash pot and back the idle screw all the way out but it still idles at 1100. Can't detect any vaccumm leaks, but when I plug off the pcv valve the idle drops. Could it be bad? The carb is a Holley 4bbl that is stock on my 351. Any suggestions?????
