I can get a 6.0L power stroke diesel, 03 F350 dually, Lariat FX4 4x4 w 67K miles for $21000 with a western plow. I'm waiting to speak with the previous owner see if they had any problems with the truck. If they haven't should I feel comfortable buying this truck? The truck is incredibly clean and would be a steal if I just had the confidence to know I would not have a lot of problems, Please advise
Do you have experience with diesel engines? On these trucks (And I can tell you from experience), cheap repairs are few and far between. I have been able to keep my cost of ownership down using the knowledge shared by the members of this great forum and fixing everything myself. Good Luck.
Speaking from experience, you can't learn too much about the 6.0 before buying. If you can hook up a SCII and take it for a good long ride with varying conditions, knowing what to look for on parameters.
Look for the SCII x gauge posts around here to get a good idea what sensors should be reading.
Read read read as much as you can from as many sources.

Really worth it to have the Scan Gauge B4 you buy most ANY truck. Lots of info here on what gauges showing on a test run.BTW, not really a BAD thing that the truck had a plow on it..... at least you can be pretty well assured that it didn't just sit! Better for the 6.0 to have been worked!
Also have the dealer give you an OASIS report from Ford B4 you sign anything.
Get the scangauge programmed with the ford 6.0 X-gauges, take it for a ride, and see what the coolant temp to oil temp delta is. That will tell you a lot about the EGR system and the oil cooler. Read the high pressure oil pressures, that will tell you about that system. Take it to a Ford dealer and ask them to do the full power bypass fuel pressure test - it should have around 60 psi at full power. If it is below 50, it needs the blue spring kit. If it is below 45 - 48 psi, injectors are probably damaged. The full power bypass tester has a valve with a .047" bleed orifice that simulates the fuel flow of the engine at full power, and is the only way to really test the low pressure fuel pump system. If it passes all that, it's probably OK.
Get a real good luck underneath that truck and inspect things for rust. Chances are there's plenty of it depending on how many years it's been plowing. That would be a big concern for me.
