Question on radiator fan

At what temp should the fan kick on? Last week while towing the travel trailer for 20 minutes in 90-95 degree heat, my scan gauge was reading 203 for my coolant. When we got to the lake, I had to back up a small hill and push the trailer through 10 feet of sand. When ilook at my scan gauge, the temp was reading 220 degrees but I could not hear the fan. Should the fan have turned on. Heading to Colorado next week and want to make sure everything is working properly.
FYI my towing temps usually read between 185 and 190 when towing in the summer in 85 degree temps.

You won't really hear it come on unless you have are running higher RPMs.
